描述
1.删除流程：当final adjustment中的grand total included GST金额小于或等于estimate cost中的grand total included GST时，系统自动审核final adjustment 通过。将此流程改成无论final adjustment中的grand total included GST为多少，都需要审核，审核流程同estimate cost. (F2.3.2.5.1-3)
Delete process: When the amount of grand total included GST in the final adjustment is less than or equal to the amount of grand total included GST in the estimated cost, the system will automatically approve the final adjustment. Change this process to require verification, regardless of the amount of Grand Total included GST in the final adjustment, and the verify process is the same as estimate cost (F2.3.2.5.1-3)
