描述
workshop端点击submit，假设系统有重复报案，即：iGen中vehicle no.一致，accident date符合重复报案条件，则在iGen生成notification verify提醒，需handler判断是否创建claim no.并回传给ezclaim workshop end, 同时，ezclaim校验workshop name是否一致，如果不一致，workshop端展示弹窗：“Claim number is already created by another workshop. Please contact China Taiping for assistance.” 如果一致，workshop端展示弹窗：“Claim number is already created. Please contact China Taiping for assistance.” 并且workshop端estimate cost状态为under review, 但该案件pending在iGen,直到handler手动创建claim no. 发送给ezclaim绑定后，estimate cost 任务至handler审核，或者handler判定重复报案，在iGen将该案件关闭，则workshop端该案件estimate cost按钮置灰，不可点击，status 变为：cancel, 并且原under review 变为duplicate。
